Region Free with hardware modification only
Sega’s Saturn occupied a unique niche along with Sony’s PlayStation in that no easily available tools for region swapping exist that were manufactured. So called “swap-tricks” exist that involve starting the console with a native disc in, timing the system’s boot up to a particular point, and then quickly removing the native disc and replacing it with the one you want to play – but honestly, you’re much better off either buying a modchip or the native system for that territory, if you plan on playing foreign games. It’s a lot easier, & you don’t run the risk of burning your CD reader out, damaging your console.
